Kimberly Welsh recently joined Tribal Capital Markets to provide the Firm with 30 years of municipal investment banking expertise. She works with state and local governments to fund their infrastructure needs, including cities and towns, school districts, school building authorities, state revolving funds, pooled loan programs, housing finance agencies, student loan programs, energy savings programs and transportation bond issues.

Ms. Welsh started her career in 1988 with PaineWebber in New York, specializing in housing revenue bonds. In 1999, she moved her family up to Boston and became a generalist, eventually running the UBS/PaineWebber New England municipal practice as Managing Director. She joined Morgan Stanley in early 2007, establishing the Housing Finance Group and significantly improving the firm’s underwriting rankings in New England. Ms. Welsh most recently ran the New England municipal finance effort for Janney Montgomery Scott, where she expanded the firm’s business in Massachusetts and Connecticut, and took the firm to number one rankings by number of book-run bond issues for five consecutive years in Rhode Island.

Municipal issuer clients Ms. Welsh has worked with include the housing finance agencies in Pennsylvania, New York, Massachusetts, Rhode Island, Connecticut, Maryland, DC, Florida, New Jersey, Minnesota, Illinois, Indiana, Vermont, New Hampshire, and Maine, and she worked with the Idaho Housing and Finance Association on its GARVEE transportation revenue bond issuance. In New England, clients have included the Mass School Building Authority, completing the inaugural $2.5 billion sales tax bond issue as book-running senior manager, the Commonwealth of Massachusetts, MassDevelopment, Massachusetts Water Pollution Abatement Trust, Massachusetts Water Resources Authority, MassTurnpike/DOT, the State of Rhode Island, Rhode Island Infrastructure Bank (formerly Rhode Island Clean Water Finance Agency), Rhode Island Health and Educational Building Authority, Rhode Island Student Loan Authority, Rhode Island Turnpike and Bridge Authority, Narragansett Bay Commission, cities and towns including Providence, North Providence, East Greenwich, Westerly, Cranston, Johnston, Newport, the State of Vermont, the State of Connecticut, and South Central Connecticut Regional Water Authority.

Ms. Welsh attended the State University of New York at Albany, receiving her MBA in Public Finance as a full scholarship Graduate Assistant to Dr. Ron Forbes, and the Excellence in Business Award; served in the School of Business Dean’s Advisory Committee; and launched The Kimberly A. Welsh Scholarship Fund. She received her BS in Finance at Boise State University, was awarded Outstanding Finance Graduate (4.0 GPA), and is Phi Kappa Phi. She is a Founding Member, past Treasurer, and Board Member of Boston Women in Public Finance; has served in the Mayor’s Blue Ribbon Economic and Housing Committees; served as dinner committee member for Mass Fallen Heroes to build the first in the Nation memorial to post-911 soldiers killed in action; and is a Progress Member for the Crazy Horse Memorial.
